Human Rights Commission Takes Statement from SSP Khadka in Cholendra Arrest Case

Kathmandu, September 29

The National Human Rights Commission (NHRC) has taken a statement from Senior Superintendent of Police (SSP) Santosh Khadka, chief of the Kathmandu Valley Crime Investigation Office, regarding the arrest of former Chief Justice Cholendra Shumsher Rana.

SSP Khadka appeared before the commission on Tuesday morning to provide information and clarification about the incident. According to NHRC spokesperson Tikaram Dhakal, Khadka arrived at the commission’s office at around 11:30 a.m. and gave his statement.

The commission summoned him after its monitoring team was reportedly prevented from meeting Rana following his arrest.

The NHRC has said that the incident raised concerns over its constitutional and legal authority to monitor matters related to human rights. It has also sought government action against police personnel who obstruct the commission from carrying out its constitutional and legal responsibilities.

According to the National Human Rights Commission Act, 2068 BS, the commission has the authority to inspect and monitor public and private institutions and other locations when necessary. The law also allows the commission to provide recommendations and directives to relevant bodies concerning measures needed for the protection of human rights.

The commission has alleged that the police action was inconsistent with these constitutional and legal provisions.

A team from the Kathmandu Valley Crime Investigation Office arrested former Chief Justice Rana from his residence at around 2 a.m. on Saturday. He was released at around 2 p.m. the following day, Sunday.

The commission has continued to examine the circumstances surrounding the arrest and the reported obstruction of its monitoring team.
