Nepal Rastra Bank Makes National ID Mandatory for Digital Wallet Users
Kathmandu, July 25 — Nepal Rastra Bank (NRB) has amended its Integrated Payment System Directive, 2082, making the National Identity Card (National ID) mandatory for opening and updating digital wallet accounts in an effort to strengthen the country's digital payment system.
According to a circular issued by the Payment Systems Department on Friday, licensed payment service providers must now verify a Nepali citizen's details against the electronic records of the National Identity Card before opening a new digital wallet account.
The revised directive also requires all existing wallet users to update their National ID number in their digital wallets by mid-October 2026 (end of Ashoj 2083). Payment service providers have been instructed to collect users' self-declarations regarding their National ID details through mobile applications or other suitable channels.
For users who have not yet obtained a National ID, wallet providers must send regular reminders encouraging them to update their wallet information once they receive the card.
The existing provision allowing Nepali citizens living abroad to open digital wallets online using the required documents will remain unchanged. However, they must update their National ID details with the service provider within six months of returning to Nepal.
The amended directive also includes special provisions for persons with disabilities and vulnerable individuals who are unable to care for themselves. They will be allowed to open and use digital wallets based on other valid identification documents if a National ID or National ID number is unavailable.
Nepal Rastra Bank said the new measures are intended to improve customer identification, enhance the security of digital financial transactions, and strengthen regulatory oversight of the country's payment system.
