MP Calls for High-Level Probe into Alleged Theft at IGP’s Residence and Police Procurement Irregularities

 


Kathmandu: Rastriya Swatantra Party (RSP) lawmaker Khagendra Sunar has called for a high-level investigation into alleged corruption in Nepal Police’s internal procurement process and the reported theft of more than Rs 30 million in cash from the residence of the Inspector General of Police (IGP).

Speaking at a meeting of the Public Accounts Committee on Wednesday, Sunar raised serious questions about alleged irregularities within the police administration and what he described as unusual links between police officials and contractors.

Sunar claimed that there was a lack of transparency in procurement and financial activities carried out by district-level police commanders and accountants under the direction of the Police Headquarters. He also alleged that some retired police accountants had later become contractors and remained involved in police procurement activities.

He further claimed that more than Rs 30 million in cash was stolen from the IGP’s residence and alleged that individuals suspected of involvement in the incident were detained and subjected to torture by the police’s Special Bureau.

Sunar also accused authorities of irregularities in the procurement of shoes, batons and other essential equipment for police personnel. He argued that the Home Minister, Home Secretary and IGP should either resign on moral grounds or be suspended to ensure an impartial investigation.

“Was there really a theft at the IGP’s residence? If there was, the source of that money should be made public,” Sunar said. He argued that corruption in the procurement of equipment used by ordinary police personnel was particularly serious because many recruits from disadvantaged backgrounds serve the country while senior officials allegedly misuse procurement processes.

Sunar urged the committee chairperson to immediately form a parliamentary or other appropriate investigation committee. Citing his 18 years of experience covering the security sector as a journalist, he called for a detailed investigation into the links between police officials and contractors, including examination of their call records and mobile devices where legally appropriate.

He also stressed the need to end the practice of suppressing major corruption cases and ensure that those responsible are brought to justice.

Thagunna Raises Concern Over Delays in Security Equipment Procurement

Meanwhile, CPN-UML lawmaker Ganesh Singh Thagunna expressed concern over prolonged delays and procedural confusion in the procurement of essential supplies for Nepal Police and the Armed Police Force.

Speaking at the same Public Accounts Committee meeting, Thagunna said it was unfortunate that security personnel deployed in the field were unable to receive uniforms and shoes on time.

He said legal and technical complications in procurement procedures were adversely affecting personnel at the lower levels. He also called for a detailed investigation into complaints that procurement specifications were being designed to favor particular groups.

Thagunna said that if rules were found to have been deliberately violated for vested interests, those responsible should face legal action.

He noted that tender processes had remained entangled in legal disputes for a long time, preventing field-level security personnel from receiving basic equipment. He called for an investigation committee to determine whether wrongdoing had occurred and, if so, recommend appropriate action.

Thagunna also called for an investigation into the transfer of funds recorded in previous police accounts, saying the matter should also be examined as part of a broader review of procurement and financial practices.
